Local loop transport protocols have historically been optimized for either voice or data.
For transporting voice over the local loop, Time Division Multiplexing, TDM, has become
the transport of choice as it is extremely reliable and offers impeccable Quality of Service.
Unfortunately, it is very inefficient in terms of bandwidth utilization for heavy data loads.
Instead, IP and ATM protocols transport data traffic far more efficiently. It has been shown
that pure voice traffic operates better over TDM (as it has for decades); pure data traffic
operates better over IP; and a mix of voice and data operates more efficiently over ATM.

Solution improves ATM transport by providing a means for achieving optimal dynamic
